Race doesn't necessarily have anything to do with it -- the "Chinese speaking" person might be a caucasion or hispanic or black -- all you've identified is a skill set.
And no, it's not racist to give a person with one skill set a different benefits package or salary than a person with a different skill set -- that's almost universal in any industry.
It's like paying someone who understands a particular computer language more than (or not even hiring at all) someone who cannot program in that language -- if the language is required for the job they have.
Same with any other skill set.

Can you give examples or are you just making stuff up? The situation you attempted to describe is illegal if it is true and complete.
It would not be illegal if the Chinese person was a top level manager and qualified for the position and you were a part time janitor.

As far as a Chinese speaking worker, if the job requires one and YOU don't speak Chinese... you are underqualified. as far as benefits, its up to the employer to decide what benefits and wage the employee should be offered based on experience... and another employees pay or benefits is between that employee and employer

I don't know. My Chinese worker spoke very good English and she was smarter than most other people I've hired after her. she did such a good job, it's taken me 5 years to find someone who is even close to her perfection and she was very funny. God I miss her.

Sounds like racism to me. You should call and report them to your employment department of your state government. Call your state capitol. If you can't find the number, call your Attorney General. They seem to know everything.

It depends. What kind of job is it. Is the person an American citizen or working here legally? Are they more qualified than you? Do they have more educations or experience?
