I have picture of alejandro sanz and it's cca.200x300 and i would like to make it bigger but in HQ so is it possible

99% the answer is no. the information is just not there. Of course the other 1% would be to manually resize the image and go over each pixel and modify the picture so that it looks good. there may be programs out there that can do this work for you. Attempting to extrapolate the missing information but I am not aware of such a program. And if it exists, I wouldn't have a clue how good they work.

I used to do graphic work for a local TV station and one of the most tedious jobs was modifying graphics to put on the screen. Sometimes we were supplied with logos and other images but it just wasn't broadcast quality, so i'd have to resize it, zoom into each pixel, add and erase colors, etc.. it definately took it's toll.

If it's worth it to you, you CAN edit the image so that it appears more HQ than the orriginal, and it would give you some good photo editing skills :)

It's not possible to ADD more data than you have already. If you try to make it bigger, the image will just be blurry and have "jaggies", the professional word to term the unclear jagged lines in corners of things in low-quality image.

In short, it is not possible to make HQ from LQ, but, as you'd probably know, it can be the other weay.

Not really. You can increase the size of the image, but this will typically result in worse image quality, not better.

In short, Hollywood has lied to you ;)

It is possible to enhance images but with such a low initial quality your chances of a good outcome are limited.

No; once you have the low quality image, you can't make it into a high resolution image. If you try it, your image will be pixillated and fuzzy.
