what kind of car? if you let me know i can tell where the blower motor is. if you turn the key on, and turn the blower switch on, then tap on the motor (just bang it with your hand, don't hit it with a hammer) it will usually start to work if the motor is bad. if you tap it and it works, you know the problem. if you tap it and it doesn't work, the blower could still be the problem, you will have to check the circuit. it will be a two prong plug on the blower. if you hook a test light up, with one side in one prong, and the other end of the light in the other prong, and turn the key and switch on, the light should light. dimmest in number one position and brightest in number four. if it works, you need a motor, if it doesn't i recommend having it checked by a technician.

Could be the blower motor is shot, or the control panel for it. Maybe just a broken connection somewhere, or even a dead short.

if there is no air movement and you cannot hear the fan come on, check to see if you have voltage at the fan motor for the heater, if so, and it does not work, the motor is probably shot.
