Vinegar or Natures Miracle, but the doggies will probably like the Natures Miracle a little better as it has no odor. It is a natural enzyme which breaks down the bacteria in urine and feces without chemicals that could make your dogs ill. You can find it at most discounters in the pet aisle and pet stores. Great stuff.

Definitely Nature's Miracle. It has an enzyme that neutralizes the urine and a kind of citrus smell that discourages dogs from being a "repeat offender". You just pour it on directly, using a cloth to control overspreading, and let it soak in for a while (an hour or so should do). You can then wipe up the excess or just let it sit until it's dry.

It costs about $25 a gallon at most pet stores. But, it's good stuff to have around the house if you have dogs (or cats, or babies) that tend to have accidents. It's also supposed to be good for blood stains and red wine stains. I also throw some into the washing machine (about a cup) when I wash our dogs' blankets and stuff, epecially if they have a urine or strong doggy smell to them.

those mentioned are good . Also I'd clean well and paint with a good garage floor paint to seal the concrete . This will keep everything for sinking in. and clean up will be easier.
