I think nobody will ever be born on the Moon. And maybe not Mars either, although there is a slightly better chance for Mars. Gravity is required for proper fetus development. We know that rats born in 0 gravity have severe problems. The suspicion in that 1/6 gravity on the Moon is not enough to overcome the 0 gravity effects. The 1/3 gravity on Mars MAY be enough, but we don't know for sure. No research has been done in this area, beyond a few pregnant rats in orbit.

they would have to bring bacteria there so it can grow and turn into a life form but mars is so cold that it would just freeze. No life forms can live on mars, and possible in later, later future. On the moon No way possible cause there are just rocks and no atmosphere which will kill it from no water and rocky surfaced moon and nothing can grow on mostly both of those places. The thing is bacteria can not grow there cause it is too cold or too hot with no atmosphere to live in.

My gestimate for a lower technological limit:
Moon 2030.
Mars 2050.
Social limits? Probably closer to:
Moon 2060.
Mars 2080.
And these might be one-time stunts (like golfing from the space station) not regular events.
All numbers assuming that the crazy threesome of George, Vladimir and Mahmoud don't get us into a (this time successful?) repetition of the Cuban Missile Crisis.
And don't worry, we'll get to go to the Moon and Mars and Jupiter and beyond. But it won't be heroic and it won't be for everyone and it won't be nearly as much fun as it sounds.

I use to believe the moon birth might have happened by now, now I couldn't even give a guess. I grew up during the Space Race and I feel cheated out of my moon bases, mars program and giant spinning wheel space stations.

Probably never.
I will also predict right now that IF somebody is born on the moon or Mars, that the mother will face serious legal issues. Probably some form of child abuse or endangerment charges.

Never
There is nothing for humans in either of these places. We need to dispose of this idea of living on other planets. It is a pipe dream.
