Those who live in this moment.
These are the people who are free.
What good is it that we should worry about tomorrow? Or that we might not live to see the next day? Does fear add another day to your life? Live and live with passion. Live in earnest and without regret. These are the people who can be happy.
But to feel sadness is human. There is no shame in this emotion.
But don't let sadness linger too long. If you mourn the passing of a loved one, remember that they would not want to see you sad. To mourn is to regret. Instead, use that passion for this moment and sing. Make something beautiful. Remember the moment again and live.
You can be the happiest person in the world.
But if that doesn't work...you can go to psychiatrist and they can prescribe you psychoactive drugs that can have all sorts effects on your moods. Emotions, after all, are simply chemical reactions in your body. Someone in a hyper-manic state might seem to be awfully happy. At least they would be until the guys came with the straight jackets and the sedatives. A nice mood-stabilizer would do the trick in that case, sometimes an anti-psychotic (but they use anti-seizure meds too, go figure). Anti-depressant medications come in many different forms. Probably the most used today are SSRIs (serotonin reuptake inhibitors). I've seen quite a few people on Lexapro lately. I'm not sure how effective it is. But hey, I'm not a doctor.
In any case, from this standpoint, I'd say the happiest people are bi-polar people off their meds in a state of full-blown mania. They aren't so happy when they come crashing back to earth, but for a while, they're flying high. No outside drugs needed.
But seriously, sometimes you do need to see a doctor. If you ever have feelings of hurting youself or someone else, seek help immediately. This isn't just sadness; it is a crisis. Drugs can help sometimes. Nothing is perfect of course and therapy is definately a good option too. You aren't a bad person if you aren't happy. You're just a person, like everyone else.
