Amendment III
No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.

I don’t believe that they can be separated in that manner. The first eight are of one type and equal in importance. That is they are exclusionary in nature in that they exclude the federal government from specific acts, acts that would infringe on individual rights.

The last two are declaratory in nature in that they declare fundamental truths that exist at all times and at all places.

Select a single amendment, such as the one excluding the federal government from passing any law with would diminish speech of the individual, has little meaning without the second amendment. To protect that single right (of speech) the people must be able to assemble and to petition and to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizers. To ensure that these rights (as well as the others inclusive of those not enumerated) the Second Amendment for the right of the people to keep and bear arms (against the government) must not be infringed.

They cannot be separated and are only a few selected from our roots in common law sourced in Magna Carta.

I agree with Thomas Jefferson, who would choose freedom of speech in the 1st amendment because "if I retain that I can recover all the others".
