I purchased an Empire Telescope, Model 631 from a garage sale. Does anyone have any specs on this telescope?

All Google came up with was an old E-bay sale from last June. Called a "classic" by a Tulsa astronomical society member, the pictures had long been pulled.

It was listed as 60 mm f/11.

I just inherited this telescope and it came with the manuel!

This was one of many brands of "department store telescope" available over the years. It should be OK for a beginner, provided all its parts are present.
