Basically by conquering much of Europe. Where the armies of Rome went, they built roads, they subdued the natives and introduced the "Pax Romana". When the countryside was peaceful, Roman civilisation followed, with the building of towns and settlement of Romans in the areas.Hope this helps.

check out how much area of Europe was conquered by Alexander and the romans. Dont forget that the real seat of civilization was the roman-greek areas not the northern barbarians, aka the celts/anglos.

They offered citizenship to the people around them, as well as the people they conquered.
