How can the really big solutions to GW be evaluated and graded? Things that would make a difference.?

There are several large scale projects that can be done and would resolve the problem of global warming and energy needs but they need to be evaluated. How is this done?

As always -- start with a prototype -- figure out if it can work on the small scale, and then increase the scale of the experiment.

This has already been done with solar and wind power over decades -- and we have fairly good estimates on their effectiveness and scalability to larger usage.
