He was along way from power in 1923. He was only the leader of the N.S.A.D.P. and his eventually success was 10 years away.
But he had an agenda to restore Germany to what he felt should be its prominent postion in the world after the humiliation of WW1

Because he thought the German Revoloution was right, he did not want full power at that point and aimed to control the Munich area of Germany and make a break away republic. He believed with Ludendorff and the leaders of the other Nationalist Parties behind them they could overwhelm the appointed forces of the Republic.
