There are lots of agencies with the power to make and enforce rules, but they are not necessarily "government".

To make , and enforce laws is a Government ..an institution that makes ,and enforces rules ,and regulations for a group of people is called The Prison System ......So I say False ..

That is one definition of a govt -- so, it would be true that a govt could be defined that way -- but there are other institutions that also fit the definition, and other ways to define a govt.

The answer above that said "judicial system" is incorrect -- judicial branches rarely have enforcement capabilities.
