i would say a vacation/it might sound cheesy, but getting away by yourself or with a couple of friends at 18 was one of the best things I ever did...

Totally depends on the girl. For my 18th I'm requesting a Final Fantasy VII: Crisis Core limited edition PSP and for my party I'm going laser tagging. My best friend wants pretty much the same thing, my other best friend wants stuff like John Lennon and Beatles music. Yet another friends wants jewelry and makeup. So, as you can see, not all girls are created equal. But, for a sister, something nice that shows maybe an inside joke between you, or if she's girly some nice perfume, or jewelry. If all else fails, you can just get a gift card for a jewelry shop like "Claire's."

It is according to how much you spend on your sister on Birthdays and what your sister likes. Ask her to name a few things she would like for her birthday. Taking her out to her favorite restaurant or to a concert would be nice. This way you can have some time together. If you just want to buy her some thing you could buy her a new outfit or get her a gift card so she can buy some thing she likes

for my sister.....hm...
my cousins and me made it up together, we got her a trip for two to paris... it was always her dream to go there. but since we live in europe it wasn't that costly. Maybe there is a place she wishes to go, but never got to do that.
I think it is important to make it personal... not expensive.
We also did record videos with copying famos singers, changing a few words to fit it to the occation. It;s fun doing it and you'll get the best laughers.
Or the newest thing i heard about... present her a real star.
orginize a party for her... with all her friends... in costumes.
if you like more funny things, present her a pijama with your face, or your whole family however, printed all over it, and with words like; i love you, or anything else more personal.
Actually there is not much information about your sister... and also you. So it is quite difficult to get the right idea.
PS, if you decide to give her money, than give it with purpose. maybe she is saving for something or just dreaming about... just to make it a bit more personal.

I just bought my sister a coach purse for like $250 and it could have been much less. She acted like it was the best gift she had ever gotten.

A piece of nice jewelry that means something to her.
When my daughter went through a difficult life experience, I bought her a ring which was engraved with "Many are the stars I see, yet in mine eye, no star like thee". It was a silver ring, so not very expensive; she cried when I gave it to her, and now she wears it often and always feels good when she wears it.
I'd suggest a pendant or ring or bracelet engraved with something that celebrates what your sister means to you.

Just about anything is better than a car. Jewelry, clothes, a gift certificate.

If money is not an option, how about throwing her a surprise birthday party. That way, she gets lots of gifts!!!
