The tulips are usually up from the middle of April to the middle of May. I go to the Netherlands from the 18th to the 25th of April every year and usually am there for the peak of the tulips. There's also a flower parade that goes all day through several towns ending in Haarlem that's worth seeing on the Saturday within that week.

If you go, there are buses from either the airport or Leiden that go to Keukenhof that are the easiest way to get there. It's cheaper than a tour and you will have more time to spend in the garden. This is the Keukenhof website: http://www.keukenhof.nl/nm/english.html

Depending on the weather, usually around Easter.
