That's a PVC cleanout, probably 3". Remove the piece with the square head on it and take it to Home Depot to verify the size.
Then buy another cleanout or a female adapter and plug, a coupling, a short piece of pipe, and some PVC glue and PVC primer, (always use the primer, it's cheap and almost guarantees you won't have a leak!!!).
Cut the buried pipe so that you have a nice square end.
Apply primer to the pipe ends, the inside of the coupling, and the inside of the smooth end of the female adapter.
Glue one side of the coupling to the newly exposed pipe end.
Cut a piece of pipe long enough to join the new cleanout to the coupling and remain flush with the ground.
Glue the cleanout to the pipe and this new piece with the cleanout to the coupling.

That's an access cap for cleaning your sewer system. Measure the diameter of it, print off this photo or make a crude drawing of it, and go get another one in the plumbing section of your favorite home improvement store.

If you broke the top of the pipe to where you can't replace the cap, you can replace the broken part of the pipe yourself. But, you'll have to dig down around the broken pipe to see how much has to be replaced. You then have to cut off the part of the pipe that's broken, leaving enough of the remaining pipe to put another threaded end on (the part the end cap screws into). You may also need to cut it way back (several inches), so you can put in a coupler and a piece of pipe long enough for the threaded end piece.

If you're not inclined to do this kind of work, though, you might be better off calling a plumber or handyman.

I'm pretty sure it is PVC pipe. Charlotte Pipe is the manufacturer.
It looks like a Cleanout for your sewage system.
