Do the charges of an atom effection ionization energy and electron affinity? If they do, how so?

For instance, Cl-, Cl+ or CL. Which would have the great ionization energy or electron affinity?

For ionization energy: Cl- < Cl < Cl+
For electron affinity: Cl- < Cl < Cl+
The answer to your question is "Yes". The reason is obvious: Cl+ is already ionized once, and Cl- has already gotten on electron.
