were provided for the past almost 3 years an ask the employee if he wants it to be continued, he has to pay for it or it will be taken from the employee’s paycheck every month.

Yes, benefits aren't required by law and they aren't required to be free. It is like a pay cut, you can quit or not.

Unless you have a contract that says otherwise, benefits are at the option of the employer and they can legally change or discontinue them at any time. It's very common for companies to cut back on medical and dental coverage.

Yes it's legal. You can check with the local office of the Department of Labor in your area. That's who handles questions of that nature. That's Federal not State.
