The TV has exactly two video inputs: coaxial cable and RCA. What sort of video card, cable, and adapters should I use? I'm looking for something cheap rather than high performance.

You need a graphics card with TV-Out. Picture (middle round connector; also know as s-video):

Then you need an S-Video cable which connects to the card. Wiki:

Finally you need an adapter which converts S-Video to RCA. Picture:

Keep in mind that this only transmit the video to the TV. If you want the audio on the TV, that will require a sound card with another cable and adapter to connect to the red/white RCA jacks on the TV.

Once you have the TV hooked up, you will need to reboot the computer and enable the TV as a display through the graphic card's display software.
