Both. Istanbul is located on Asia and Europe - separated by the Bosphorus. You just take a bridge to go to the other continent. This amused me greatly while I was there.
Turkey's capital is Ankara, which is located on the Asia side of Turkey (or more precisely, in Anatolia).
