Have you tried a comic book store or convention?
If all else fails, pick a green wig, apply white face paint and draw in high eyebrow arches and thin red lips in a smile. Wear something purple. Go to a novelty store and pick up a squirting flower. Carry Joker cards in your pocket (from regular playing cards).
Remember to laugh a lot, and swear vengeance on Batman.

You should be looking at the large party stores in your area including the even larger temporary Halloween stores that set up each year. They carry tons of costumes and must have something like what you are looking for.

maybe somewhere like Party city or maybe you could look online at www.partycity.com. You might be able to find one there or at Spencers. I am not really sure.
