Which party? The one not performing well, or the one not monitoring?

Usually, the one not monitoring is affected at all. The one not performing well will likely be replaced at the next election, depending upon the breakdown of the electorate. For example, if Democrats perform poorly in Massachusetts, they will continue to be reelected because the electorate is overwhelmingly Democrat. And, if Republicans perform poorly in Idaho, they will continue to be reelected because the electorate is essentially Republican. But, in "swing" states like Ohio, if a party does poorly, they will likely be replaced because the electorate is about 50/50.

A party is only as good as its leaders... if leaders of a party are not performing well, that drags down the entire party... reflects poorly as a whole.
