East Mesa is cool. The further from Phoenix itself you are, the better (the same goes for downtown Mesa as well).

I have lived in several locations in the Phoenix area over the
years. Near central Phoenix, and near Camelback, and Tempe, Paradise Valley, North Scottsdale and S. Phoenix.
I would recommend two areas. Tempe, and Paradise Valley.
Tempe is within a short driving distance to so many places
it's like in the hub of things. We could drive west to downtown,
or we could drive out of town heading east in a short time, to
head to Tombstone, or Mexico.
Paradise Valley is a bit cooler at a higher elevation. It's in
a desert location with no lawns or very few and the houses
blend into the landscape. It's the only area I've lived, where
I wake up to the call of coyotes and also go to bed with their
sounds of wild dogs whining and barking. It's nothing like in t
the movies LOL. We even had a dusting of powdered snow
for a couple of days once.
It's spendier the more north you go tho. So you might want
to get a copy of the Arizona Republic and check the ads. Or do it online. The main library in your city would have a reading
room with the different newspapers from around the US to
check out things. West of Phoenix was undesireable when we
lived there as was Mesa and below the Phoenix area. We
lived off of Baseline in Tempe, and that was a nice area to
live in near The Lakes. North of Baseline and closer to the
university, you'll find the college crowd and housing to attract
them. South you'll find more for families and housing develop-
ment.
I hope something I've mentioned will be of help.

It depends on what you want to do. Phoenix has so many "spotty" areas and it can change in a blink of an eye. You can't go wrong with Scottsdale north of Shea. The area is relatively new. South of Shea is "older" but "Old Town Scottsdale" is great. The Biltmore area is fancy-shmancy with the Biltmore Fashion Park has higher end stores. Tempe is college-crowd, but fun. I'd avoid Mesa and anything east of there. Glendale is getting better, but it's still spotty. The BEST mexican food restaurant is "Los Dos Molinos"! Have fun!
