Tough question, because a person can have a great attitude but poor skills which can cause major problems. On the other hand, a skillful person with a poor attitude can cause headache and tension.
I think attitude is more important. You can train that person to be more skillful. Can't really train a skillful person to have a better attitude.

Attitude is more important. Unfortunately, my attitude is too tied into my skill. I notice that when I'm achieving skill at something, my attitude is better all round, both for myself and toward others. Ideally, my attitude should not be at the mercy of what I can do.

Depends on the task at hand.
And usually attitude and skill levels go hand in hand. usually those with good attitudes have good skills and visa versa.
