how many of you think that the new crack sentencing law will go into effect and do you think it will become retroactive

No idea what law you're talking about, but people will not be retroactively punished unless the law got less strict. This means if they are increasing the penalties, the people already booked will remain the same. If they are making the penalties less strict, then people may get out of jail earlier as a result

Any changes that take place will start on the day it is implemented. No retroactive clauses apply.
