I think it is for both because as a baby and as a child maybe instead of calling her madeleine, you can call her Maddie but the name will also grow with the child as she gets older.

I think the name Madeleine is a name that will grow with the child. It may be shortened by family or friend's to Maddy, Lannie or something along those lines.
When she is older, she may go with Elaine.
