Why? He is being forced to pay into it even though it will never be able to pay anywhere close to a lifestyle he can take care of hisself.

If someone wants him to refuse to collect then he should also be able to opt out of paying into it.

No. He paid it in so he has the right to draw it out. That's called Promoting the General Welfare. If a government program does not support the General Welfare, then the program is unconstitutional. That means that EVERY AMERICAN has access to what the program offers. How can we test this?

Can Limbaugh and others in his tax bracket receive food stamps? Welfare? Free cheese? No, no, and no. Unconstitutional!

Can Limbaugh and others in his tax bracket drive on the highways? Check out books from the public library? Visit state parks? Yes, yes, and yes.
Constitutional!

Above a certain income level or level of assets someone should not need Social Security and thus shouldn't collect it. Social security was intended as a supplement to help retirees be independant. If one can do that without Social security than they don't need it and shouldn't get it. Rush has plenty of money, if he doesn't waste it, he will have plenty in retirement.

Should he refuse? That is up to him. Not up to you.

Even though he is a neo-con and against welfare, if he paid into the system, he is entitled to his money. He didn't have a choice, he had to pay, so why should he refuse to get back his money?

Somehow he makes an OUTRAGEOUS amount of money for all the "hate-spew" that comes from his oral fixture, so I say yes, he should. Does he need it? No. Do people who work hard for 40 years and make 2 percent of what he does?

Of course he should refuse...Since he criticizes all people who look to government support of any form.

So that means no :

Social Security
Fire Department
Police Department
EMT
FDIC
etc etc etc...

For Rush...BUT we all know that Rush, like all pathetic NeoCons are cowards, chickenhawks, liars and hypocrites when it comes to actually walking the walk...Rush will collect social security.
