What positions did liberals take on issues of poverty and racial inequality, and what shortcomings did black civil rights activists as well as many whites see in liberal approaches?

Poverty is not really a liberal-conservative issue -- though many who are liberal in the civil rights area also support govt welfare programs, which are really socialist rather than liberal.

Racial inequality -- and the need to address it -- are core liberal issues -- with liberals believing that everyone should have equal opportunities regardless of race or ethnicity -- and that discrimination is bad.

Some went overboard -- and created affirmative action programs to "balance the scales" by creating reverse discrimination -- but while that's common among many liberals, it's not a core part of the philosophy

I'm not sure, but I would say ignorance is the basis of both problems. Poverty and racism is typically a cycle passed on from generation to generation. To break the cycle, the poor must accept new positive, successful role models to emulate and finish school. The problem, of course, is that these people are surrounded by and raised by people also caught in this cycle.

Anyone who is poor should listen to Bill Cosby. He is trying to bring a message that, unfortunately, many reject. These people will continue this cycle of ignorance.

They seem to say one thing and do another,

just listen and watch their programs and how they operate or fail to operate.
