It's definately an increase in laziness and that leads to decline in human intelligence.

It's a bit of both. But not everybody is
trying to get an answer. Any one who's
typing can be deciphered as a kid's can
be easily seen as some kind of work.
Some times questions get really specific
or the people will just put down the exact
problem on the site. That kind of stuff is lazy
and procrastinating - really annoying. It's showing
a bit of declining intelligence as well...people
really don't put effort much into anything anymore
and it's really depressing....look at society's youth...
they're eventually going to be running our country....
is this such a pleasant idea?

It's called being resourceful.
How is it different than asking a parent or sibling for help? Are you going to tell me straight-faced that you never checked the back of the text book for answers to your math questions when you couldn't figure them out? The internet has become a valuable tool in education and research, but also comes with the caveat that much of the information you can obtain is unsubtantiated: use it at your own risk. The face of education is changing, and teachers know it; they are starting to incorporate internet research into lesson plans and even teaching it in classrooms.
Don't fear the future. LOL
*note: the aforementioned LOL signifying that I am, in fact, laughing out loud at my own joke was meant purely as sarcasm.
**addended note: due to the myriad of unsupported arguments and unintelligible ramblings of the other answers to this question, I can only surmise that the other respondents have neglected to complete a large portion of their own homework at some point in their education.

The ones who ask these questions ( answers to their assignments)may be lazy so you are right or desperate.
They forgot to do it and told their friends " That assignment is due today? Man- I dont have the time to research. What do I do?" and their friends say, "Research half of it, and then ask the rest in Y/A.
There are a lot of people there with (tongue-in-cheek) nothing to do.
So , dear GOM (grumpy old man), just think of it as your good deed of the day (GDD) or RAK (Random act of kindness)
Lol.
And thanks for mentioning it. I wondered about it before but finally decied that if I do some homework every now and then for some kid in Y/A, I may still pass the questions in "Are you smarter than a fifth grader?" TV show.

I don't think people are easily fooled into homework. I just think people want points and really, it's your kid - what do I care if they learn anything? Of course, with that attitude I'm not looking ahead to when they can't hold a job because any work they'd had to do they've been able to get someone else to do and they mug or carjack me or when I'm supporting them as a taxpayer when they live on welfare because they never learned to do things for themselves.

Its a sign people on this forum will be easily fooled into doing student's homework for them, and we need to stop doing that.
One time a student posted their homework with the exercise numbers still on the question, and I said he should do his own homework for his own good, and Yahoo Police gave me a violation for pointing out the truth.

I agree that there are a bunch of kids asking their homework questions here, but there are two things to keep in mind.. First, not everyone will give them the correct answer, requring the student to be vigilant and at least proofread what they are given (or they are likely to be burned at least once!). Second, they are displaying resourcefulness in finding an answer. Improvise, adapt, and overcome, eh?

Declining intelligence AND increasing laziness, I think.
And hear, hear! I agree with you 100%.

I think it is a sign of both. You are becoming lazy because you wanna be. All you have to do is not wanna be lazy. It's that simple.

They aren't supposed to use Wikipedia, so they come here for somebody to cut & paste from Wikipedia for them!
1) Don't answer.
2) Give credible-sounding false answers.
3) Post thumbs-down ratings to the correct answers.
