you have to file a copyright on your ideas in order to add it to your website. anyone can steal ideas if they don't legally belong to you.

Copyright is an automatic right and will apply to the content of your website (i.e. the HTML code, images, etc.). It does not apply to ideas.

You cannot stop someone creating something based on a similar idea (that's just competition), but you can object if they directly copy or adapt your work (this is a copyright infringement).

A copyright notice is legally required (you still have copyright without one), but it is a good idea to make people aware that your site is subject to copyright . You should ideally have a copyright notice on the foot each page as follows:

Copyright © 2007 [Your Name]. All Rights Reserved.

You can add a copyright notice -- "This website and all contents are Copyright © YEAR by YOUR NAME. All rights reserved."

But the notice is redundant under US law -- as of recent changes, all creative works are automatically copyrighted unless someone explicitly releases the work to the public domain or under a creative commons license. Registering the copyright is not necessary -- it just adds additional protections to the basic overall copyright you hold.

However, copyright only protects a particular creative work -- words, music, art, software, etc -- it doesn't protect "ideas" -- so, someone else can create their own website based on your ideas -- and there will be little that copyright protection can offer unless they are effectively duplicating your creative layout entirely.
