On an interesting side note, though the phrase "respondez s'il vous plait" has entered the English language as a way to request that the recipient of an invitation let the host know whether or not the invitee is coming, it is no longer common in French.

It is basically Please Reply, that means YES or NO. It is to tell people don't just say oh I'll be there, let them know if you WON'T be there as well. Although most don't have enough courtesy to respond that they WON'T be there.
