but there is a rotation like the afc east vs the afc east this year. it roates every three years. the 1-4 has a strength of schedule. avaialbe dates at a stadium are considered.

The question is "who" not "how". Is this a trick question? The second answer explains the method very well but who knows who actually approves it. Maybe the Commissioner?
