The House was supposed to be more responsive to the will of the people, and therefore to serve short terms then return to civilian life. Our founders evidently couldn't fathom career politicians who would serve for 30 or 40 years. The Senate, as originally intended, was to balance out the whims that might have passed the House, based on the peoples' will. The Senators were appointed by the State Representatives.
But an amendment was added to the Constitution for the direct election of Senators just like the House. And again, about the only way they ever leave office is feet first.
The only answer is to first, have that amendment overturned, then initiate term limits for the House.

It's the upper house of Congress, and the idea is to make a more stable body than the House of Representatives.
Since every rep is up for reelection every two years, it's conceivable (yet unlikely) that at any given election, there could be a complete turnover.
The Senate, on the other hand, has 1/3rd of its members up for reelection at any given time. This makes the makeup of the body more predictable and stable from year to year.
Also remember that when they were created, the House was designed to be the voice of the people, and the Senate was designed to be the voice of the states. It wasn't until about a hundred years ago that the people were able to vote for Senators.

The Senate was most lilely designed to be a house of professional politicians. That is why most of the Presidential appolintments are made pending the "advice and counsel of the Senate." The House was definitely intended to be made of citizen legislators and the founding fathers never envisioned a system of professional politicians. Keep in mind the House was part time and wasn't intended to meet everyday, they had only a few sessions their first several terms. The founding fathers established a central government with limited powers, they did not intend for the overreaching powers the modern government has.

I think the idea is that the two bodies involve people elected for different reasons.
The HoR is purely representative. As people's opinions can change rapidly, it is necessary that they have the chance to change their representatives often.
The Senate on the other hand, is meant to be more of a merit based body. People elected to it should represent your views, but also should be thought of as wise and capable of deciding what is best for you, rather than just going according to your wishes. They can stay longer then, because they don't need to change on the whim of their constituents.

The House of Representatives was supposed to represent the regular people of their district--as such, they were leaving their "regular" businesses for two years and expected to go back to work (Heh heh)...it was supposed at the time that serving would be a hardship, not a life-long endeavor. Instead we have people who get elected and almost immediately are back out campaigning to stay forever.
