girlfriend was 7 weeks pregnant and miscarried .Went to doctor one day and there was a heartbeat and the next day there was no heartbeat. We had sex 9 days after baby was pronounced dead. Could she get pregnant already?

Possibly, especially if your girlfriend does not keep track of her cycles and when she ovulates. Many women have gotten pregnant right after a miscarriage, or even right after the birth of a baby.
May I ask why the two of you have not considered abstinence? It is the mature and responsible decision.

There could be a possibility...Your girlfriend should keep track of her cycles. Normally you are fertile 10-14 days after a normal cycle. So by her losing the fetus her body is basically thinking its having a cycle. So during that time it is a chance she could be... Sorry for your lost....
