Man if you travel abroad to learn another language that would be a great experience. I am studying in france which is a beautiful country.
You get to meet new cultures and open the way your mind and see how other people think and stop being egocentric (yes in my opinion everyone thinks the world is turning around him until he travels )
Anyways france is an excellent choice.
Universities are free you have acess to the healthcare system regardless of you being french or indian . and it cost aproximatly 600 euros a month to live here.(i am currently in lyon which in my opinion is the best city since it s not as big and expensive as paris )but it s small and cute.
anyways i can go for hours talking about how nice your idea is

Based on that list down all the colleges. Then, based on 1.Fee 2. Location 3.Language 4.Placements and any other parameter order them in priority. Don't forget to take public opinion.
Yes, if you are going to france, learning french makes life a lot easier and rewarding. But if you are crazy about learning french then just for that you need not go to france to study,

No do it i went to Ireland for a semester and it was one of the best experiences of my life. It was definatly worth it , im not going to lie it was a bit more expensive then my school look in to programs that will include the school, housing, activites etc i went with API they were great. The school was different and really interesting i actually like it there way better. go for its awesome good luck.
