i am guessing that this is a tax credits question with threshold limits etc.
if your wage raise is to bring it in line with minimum wage then yes they can and must force it through.
if already above minimum wage then i think they still can without consent if they give you 90 days notice on your contact.
a way around it is to cut your hours so you get same money but work less

If it's a pay rise due to the increase in the base minimum wage then yes he has to, otherwise he would be breaking the law for not paying you enough.
The only reason I can see for a pay rise making you worse off is if it caused you to be no longer eligable for a state benefit.
If the payrise takes you over into a new tax threashold you only pay the increased tax on your salary over that threashold, not all of it.

Is it an across the board pay raise? Probably yes then.
Do more responsabilities come with it? You can turn it down - that is a promotion not just a riase.
How does a pay raise though make you worse off? If it bumps yu a tax bracket then you can adjust your deductions to compensate.
