Do you have an old tombstoned DC on your network? If so, does the new DC have the same name? If so, you'll have to manually remove the remnants of the tombstoned DC.

Does the new DC have DNS installed on it? If not, install DNS.

Lastly, just let it sit for a while. If replication does not start within an hour or so, restart the DNS and NetLogon services on the new DC, in that order.

Microsoft recommends which you install substitute via itself device in spite of the indisputable fact that it relatively is obtainable to place in it on a DC. i'm working substitute on a DC in my domicile lab without issues in any respect. it relatively is been working continuously because of the fact that November of 2003. in case you do decide to place in it on a separate device you will could desire to place in Server 2003 on that device first. it may be needless to say which you will no longer set up it on a workstation OS like XP or Vista.

I'd say it's a DNS issue. Delete the entries for the new server and recreate them. It should clear up after that.
