No more than every two months. Add the blood meal to the soil being careful to mix it in to the top 2-3 inches of top soil. Use about 1 tablespoon per square foot.

I would say once a year during the early part of the growing season. I then normally put banana skins around the base of the roses as the potassium from the bananas helps the roses have stronger colours, (it really works). Don't forget to cut them back slightly after the first lot of flowers have finished as this should help them have a second lot.
