In a lot of countries 16 is the legal age to be independent.
Otherwise you would have to apply for emancipation. Which would mean you need a legal reason. Neglect, abuse or something.

Not unless you go to court and get declared emancipated. But you'd better have the means to support yourself, because becoming emancipated then asking Mom and Dad for cash isn't going to work.
