If you have 1G installed you should be alright. Your PC starts slowing down, usually, because there is too much junk on the hard drive or it's getting old. Then the proccessor (CPU) has to look through needless stuff (entries) before it finds the right connections. This takes longer. When you start running below 50% of free space on your hard drive the above could happen (whether there's tons of junk files or not). Running Disk Defragmenter will tell you how much free space your hard drive has. If you feel your PC has really slowed down & it's clean, you might want more RAM. (Action games take a lot of energy.)

Connecting to the Internet does not specifically require RAM. What does require RAM is the device you use to connect to the Internet. My cell phone is able to connect to the Internet and the amount of RAM in that is probably a lot less than the typical home computer.
I'm thinking that maybe you are referring to Microsoft's latest operating system, MS Windows Vista. Although the required RAM is 512 MB, most users will recommend a minimum of 1 GB of RAM and will suggest 2 GB of RAM or more for optimal usage. I have 1GB of RAM in my three MS Windows Vista systems and play World of Warcraft, but I did buy a fairly high end video card and plan to bump up to 2 GB of RAM in the near future.

Probably never. I've got a machine with 128MB of RAM happily connected to the Internet and performing various tasks.

You don't need much RAM to be on it now. However, some interactive websites may require a lot of it as well as a great many online games (i.e. Warcraft).
