How do I check and adjust the refresh rate on my monitor and how does that affect available RAM?

The quickest way to check the refresh rate is to bring up the information option in the monitor's OSD menu.

To change it you need to go:
Control Panel > Display Properties > Settings tab > Advanced Button > Monitor tab.

It will not affect the available RAM in any way at all.
