1 - It is similar to saying that only the starving understand hunger. If you never succeed, you care about it more than someone who constantly succeeds. Think about it, if someone makes a ton of money then money becomes a commodity - same with success. If you are always successful, you don't truly cherish it, you expect it.

No...judging by your butchery of grade school English in your contribution to the question, you may not understand the language enough to understand the poem.

Does this breakdown of flowery language into easily understoon language help? If not, it means that the person who never succeeds is the person whom craves it most, since the person whom always succeeds takes it for granted.
