Who decides the man-of-match in a one day international cricket game? is it umpires? Organisers? or some other comittee?

Is there any ICC rule or authentic source of the answer?

It depends from series to series. In some series, the commentators for the day or the match referee decides, in other series votes by fans and commentators are used to adjudge the MOM. In some series, opposing captains choose the man of the match.
