One opened north of me, they were two owners who wanted to specialize in carrying unusual and unique gifts for dogs. They checked with crafters and sewers to find someone to do backpacks for dogs, doggie coats, toys, etc. Another person bakes doggie cookies & cakes. They tried to stay away from the normal warehouse type supplies except for some dog foods. It took a lot of networking, but they've assembled a nice selection.
They started with a small store they rented, then got a Christmas season kiosk at one of the local malls here too, then opened a second (larger) store last year. It's two owners, maybe 3 sales people, that's it. Small business.

Find out what type of products you or others around you would buy, research them and find a wholesaler to buy then and get going.
Good luck
