Yes, all human beings are the same. It depends on our surroundings, society, culture and events that change and mold us into what we are and we can become.

Ex. An African native tribesman math not have knowledge on science, physics and advanced math but has faster reflexes, is a faster runner and has enough survival and hunting skills. This is due the environment and society he was raised in, which required the person to acquire these skills. In contrast with an British person of same age/characteristics that would excel more on knowing more languages, better understanding of science, math and information systems that the African tribesman might not. Make then switch places and they will most likely suffer more due to the lack of skills on the environment, but still adapt.

My guess is yes. I think every nation has a rather similar ratio of intelligent and stupid people. What differs though is the level of education. Some nations are a lot more educated and well-informed than others, so I guess those nations are better equipped to use their intelligence in more ways than those who don't even have access to the most basic education like reading and writing.
