its in case you are touching a water pipe that may be live.If it is bonded to earth any voltage /current will rush to earth and blow the fuse supplying it isolating the fault. If it is not bonded and you come along and touch it you might complete the circuit to earth and get an electric shock. Simple answer to prevent electric shocks

Bond ? do you mean anchor ? or wrap ? need more info,
