DON'T worry Netburst architecture CPUs(Pentium 4,PEntium D Celeron D,Celeron 2ghz+) all run that hot .

Some simple things to try:

1.) make sure your fans are not fighting each other. If all are trying to exhaust there must be enough vent hole to let air in otherwise the fans won't move enough air.

2.) heat rises so its hard for an exhaust fan to pull the heat down to the fan if it is mounted low in the case.

3.) a CPU cooling fan will coll better if it has a supply of coll out side air, Consider duct to connect the suction of the fan to the outside air grill. You can also exhaust the ho air outside instead inside the case. (depends on fan direction)

4.) Optimize your fans direction of air movement. Have a high mounted fan eahaust while a low mounted fan blows in cool air. Supply cool air to bottom of case and remove heat from top of case.

5.) make sure fan blade are clean and do not have dust build up. THis build up lower fan efficiency. Also check for dust build up on heatsinks and on motherboard traces and on RAM.

6.) If you assembled your own PC did you use heatsink compound between the CPU and the heatsink. (Don't pull off to check if its a manufactured unit )

7.) You can try installing a bigger heat sink

8.) check fans are running properly. Old fans tend to get worn bearings allowing the fan to wobble during operation or drag. THis slows the fan and causes noise. THere should be no side to side play in a fan . Consider replacing fans if these are more than several years old or if there is a considerable amount to dust in the case.

U can reduce cpu temperature by software. I recommend CPU IDLE. from www.cpuidle.de. Its asuperb software reduces temperature really by 10-15 degrees.
I use it personally & it reduces my temp from 60 degress to 45 degress in just 2 seconds.
U can also go for copper fans with high rpm. Also if u can, buy a new BIG cabinet. also knot the wires so that air will freely flow inside the cabinet. MAny time cables reduces the air flow. PM.

a computer that runs at 50+ degrees is worrying there is risk that the pc might burnout or catch on fire. I'd suggest you use thermo intelligent technology/hardware. This means that your computer will not go above 50+ degrees (usually) and it reduces your temperature

A normal pc temperature is between 30-45 degrees celcius any more and you must look into changing or adding a liquid cooling system into your pc

Not to burst your bubble, but Pentium 4's and Pentium D (2 P4's on one die) were the crappiest performing Intel's ever made. They're infamously known for the massive amount of HEAT they produce.

This is your best bet::
