Firstly you have to design the type and way your application should work.
Then select a Language in which you want to design the application (Most easy will be Visual Basic).
Then start working according to your design and logics to perform different task

you forgot to mention that u wanna develope an application using which programming language.
if u decide on the programming language then learn it. can read books or learn from online tutorials or you can join a center like NIIT.

if you want to make a software for Windows you may use VISUAL BASIC 6 or if u are trying to make a software for the net you can use Visual Basic .NET
if u rather create webPages you could make it with WEB PAGE MAKER V2
