When I say it, I mean it most of the time. But, sometimes we keep it in order not to hurt the feeling of others or might be a respect to somebody older than you.

Sometimes people don't want to be predictable and/or tend to over analyze things (like I'm doing here) and in their attempt to be original or thoughtful will stray from the straight dope and say what they 'think' they mean OR to avoid an uncomfortable situation. You pick.

Because sometimes "what we mean" hurts others. It is essential to bend the truth at times, but only when the opposite outcome involves hurting the other person's feelings.

Hhhhmmmm...

im not so sure if i get what you mean..

but here goes..

people sometimes tend to say the other way around or hangs in bush because they literally don't want to say it..

maybe not in a layman's term..

but through a series of events..

and its up to the person to sort it out..

when i get involved in that kind of situation..

it's because i don't want to hurt the person in front of me..

i want him/her to know but maybe not through my mouth..

somebody else in that matter..

other reasons would be:
it's hard to explain the matter..
words can't describe the issue..
you might get it wrong/ misunderstood..

people have their own reason..

because if we are shy so it really take time for the other person to understand what we mean, sometime we want that the other person understand what we mean without any hints and it happen sometime we even don't know the between lines meaning of ours.
