does reading a whole dictionary can make you better or smart??

can't do you any harm and would certainly improve your vocabulary, but would probably be a tad boring

If it's a large dictionary, and If you remember and understand most of what you read, I guess you would have learned something. I guess in that sense, you'd be "better." You'd have to read a lot more than the dictionary to be considered smart, though.

it will not make you 'smart' but it might give your brain some tools to appear smart because it will have a better choice of words at its disposal - if the brain is smart, it will be able to use the words to good effect

I don't know if it will make you better or smart, but I do know it won't teach you proper grammar.
