Neither. One is born with their own distinct personality. It is who we are before we entered this realm. The personality is housed in our spirit. It is who we are, before we were, so to speak.
Genetics and environment can add or detract from our character. But the actual personality is already formed before hand!!

I would say mostly genetic with a little bit of environment thrown in there.

It's a combination of both, but more enviroment than genes. Genetics determine learning ability. Enviroment tends to determine perception, emotional control, and education.
